tools/hotplug: fix systemd unit dependencies

Commit 1283af6465cd ("tools/xenstore: remove XEN_LIB_STORED and
XENSTORED_ROOTDIR") removed the systemd file var-lib-xenstored.mount
without removing dependencies to this file.
